White House sales adviser Peter Navarro says the order instructs agency executives to "encourage recipients of new federal financial assistance to use iron and aluminum, as well as steel, cement and other manufactured goods made in the United States as much as possible," but the measure does not include enforcement mechanisms or specific purchase goals.
