According to Platts, ArcelorMittal said Thursday that the EU launched a new anti-dumping investigation into Turkey’s hot-rolled steel coils in April. The European Commission did not immediately respond to a request for comment, and the European Steel Industry Federation Eurofer simply stated that: “We constantly monitor trade flows to and from the EU in order to assess whether trade is conducted on fair terms.”
ArcelorMittal noted that “the European Union is looking for an immediate and substantial reduction in current unlimited quota volumes. In April 2020, a new investigation was launched into the import of hot rolls from Turkey. ”
Ugur Dalbeler, CEO of Turkish steel producer Colakoglu, one of the main exporters to the EU, said on Thursday S & P Global Platts that the investigation could only be opened with an official EU decision. “At the moment, we are not at this stage,” he said.
In mid-April, Dalbeler told Platts that on March 31, Eurofer had filed an application with the EU for anti-dumping and subsidizing investigations into the import of hot rolls from Turkey.
The Turkish Steel Manufacturers Association (TCUD) on Wednesday called on the government to adopt similar EU steel retaliatory duties, based on the principle of reciprocity, saying that Eurofer's recent demand to cut EU quotas by 75% because of the coronavirus pandemic has heightened concerns of Turkish producers. TCUD noted a 50% increase in Turkey's steel imports in the first quarter and a 47% decline in steel exports from Turkey to the EU.
